applied for double with washroom but got double only

It really depends on each year. 2008-2009 wasn't a good year, the building was lit on fire. Not sure how it was last year.

substance free to my understanding is no alcohol in any common areas (namely the common room) even if you're of legal drinking age.

If I recall, one building in all the residence building available becomes substance free for a year. But seeing that Brandon Hall has been a bit of trouble in the past, it probably will become the only building with substance free for a few years.
