second year programs always say you have to complete a specific level one program to qualify, but i'm wondering if they'll still accept me if I only have 27 units completed? for the program i want i still have to complete a math course which i was planning to do the coming year since they said to do it by the end of level two...

They'll take you provisionally, then when you MSAF multiple courses and drop courses after the final drop date they'll kick you out.

When I was finishing first year, I only had 27 units completed as well but I was accepted into my program and completed that remaining course later.
(At the time, I had asked my academic advisor and I think they mentioned I needed at least 24 units for level 1 to be considered complete, but that might depend on the specific program.)
