Right. Possibly a "Sessional" (casual) staff, to be hired/announced. Possibly the department has not made a choice from its ranks. Possibly someone forgot to insert the name at the right time.

If the matter is critical to you, you might ask an insider in the department about the situation. It might not be as sinister as it seems.
