this may be a dumb question, but i was wondering if your aloud to complete a three bachelor degree in four years. ie. going part-time to school for a bit but finishing it in four years.

I think that should be okay. I don't think there is any time constraint on when you must finish your degree, only that it should take at least 3 years.

It's fine. Part-time students take years and years to finish their degrees.

Yep, its okay. I know many Electrical and Biomedical Engineering students complete their degree in 5-6 years even though it is a 4 year program due to heavy course load.
