I noticed an improvement. Sitting at 2 bars, receiving texts, AND EDGE in the basement of KTH is an improvement.

the only difference i noticed was that i actually had reception in the basement of kth.. but i still got a bunch of texts 3 hours after i left campus... i hopeeeee this changes

Hmm, yeah I've been doing a bunch of speed tests and literally there's no improvement to the 3G speeds, I only ever get texts when I'm on edge.
Possible the tower hasn't gone live yet? Not sure how we can find out. If it persists into next week I'll give them another call.

UPDATE:
Okay, semi-good news today. So I called Rogers, AGAIN. I ended up talking to the same tech support guy, Adam, he's actually really good, apparently I'm getting to know them all haha.
Anyways, I told him about the new tower but how nothing has changed so he did some digging. The tower is built, but its still being connected to their backend, so its not even operational yet (hopefully explains why rogers is still a pos on campus).
So, he said hopefully by the end of this week or next the tower will be operational, and everyone who is associated with the master ticket will be getting a text message.
I'll let you guys know if I hear anything, but hopefully you'll all just see speed boosts and increased coverage and know right away.

whats the master ticket? and yea my phones still being retarded, taking forever to send msgs, and getting them hours after they were sent -_- its really annoying

When you call any company with a complaint of service they "open a ticket" with the problem and what their solution is. In this case it's the crappy service and their solution is to build a new tower. They keep the account information of those who call with complaints, so once it's resolved they usually contact the people to let them know.

HSDPA still sucks, have to manually select EDGE, or better yet UMA/GAN!

No, in the GTA Fido has their own towers now. And Rogers doesn't even hold majority in Fido stock anymore.

I have no clue, they said they would text me when the ticket was closed (meaning its fixed) and I still havnt received a text, and I still have to switch to 2G on campus most of the time.
