Have you tried renewing the IP on your router (not modem)? Go to router settings > Release IP > Renew IP.
I had the same problem accessing a website and its FTP server and after a day of this, I did this, got a new IP assigned to the router and everything started working fine (not before that site got infected by a malicious script using an infected proxy lol)
