From what I know, being in residence automatically means that you have to purchase a meal plan, regardless of whether you're a student or a CA.

Yes you do have to pay for your room and your meal plan, but as a CA, you get paid bi-weekly which equals approximately the same price of your room. So you end up living in your room for free for being a CA.
