You don't get a full refund on the course and it shows up as "cancelled" on your transcript. But there is no academic penalty until sometime in November. At that point when you drop the course (Although the correct term is "cancel") it shows up at failed (I think).

Beginning of the year. It happens every year in front of mills (you might see a bunch of bikes outside at that time, they do the bike auction for bikes that have been left at the same time).
