I'm pretty sure Science did pick last last year, but it probably changes every year.

Well, it does matter, though. Last year, I couldn't get some of the electives I wanted because we were part of the faculty that was last to pick.

I'm pretty sure they roll open the seats, plus when SOLAR reopens all the remaining seats get open.

It also depends on how big the course is and how many students need that course as a requirement. For example, biochem 2b03 is needed by all biochem students. When asked in class who wasn't part of biochem there were only a handful of students. I believe the class was at full capacity to.
