I was wondering if you are registered in level 2 that it means you can only take 2nd and 1st year courses, or will Solar allow you to choose 3rd year courses if you have the prerequisite for it?

You can take 3rd year courses as long as you have the prereqs.

Usually if they don't want first years in their classes it'll have a prereq that requires "Registration in a Level II Program." or something like that.

Yep, you can take 3rd year courses as long as you have the prereq or if the only requirement is "Registration in Level II or above"
