I fail to understand how year after year, courses "reach capacity" and there are "no seats" and we can't "add more seats". It's not like Science has decreasing enrollment. Split up the lectures. Offer more cores. I'm sure there are plenty of administrative reasons about why this can't happen, but to be honest, this really doesn't seem like a new problem.
The worst is when it screws with people's graduations.

I can trade Music 2F03, Religious Studies 2TT3, Psych 2AP3, Human 2C03 and Life Sci 3D03 for Chem 2AA3. Not Chem Bio 2A03/2AA3, but Chem 2AA3.
