Personal Question...
For personal unresolved matter should i see ombuds/dean?

Ombuds. Hands down. Because we have no idea what your matter is, and if we advise you to go to the Dean, that may not be the appropriate place to take the issue. Ombuds will advise, and I presume you will be more open to explaining the issue to them.

I forgot to add its a time sensitive matter. Basically I am not being allowed to write an exam but I think i should be allowed to and the exam session ends thursday and maximum Saturday if theyre able to book it.

Do you think I shold still go to ombuds? I do agree with you that I will be more open to them as I have sugar coated everything I have tried explaining to the faculty and they just wont hear it or even consider it.

I think we need more information? Are they not allowing you to defer an exam or write it outright?

If you want good advice, you need to give all of the information. I totally understand if you don't want to do that here - it's not like we can solve the problem for you anyways - but you should have done it with the faculty before now instead of "sugar coating" and you should definitely give all of the information to whoever you talk to next.
Sometimes the ombuds can help you even if certain deadlines have passed, but it's not guaranteed. Talk to them ASAP, and if you're worried about deadlines, talk to the dean as well. Nobody says you can't go both routes at the same time!

I can private message you guys I guess. but more importantly @Starfish if I do contact the dean and he says no to what I'm asking do you think Ombuds could do anything at that point? If not then I rather go through ombuds first I guess.

Feel free to pm me as I have had experience with exam deferrals in the past if you don't want to over disclose here. However at this point, I do feel like ombuds might be your only hope. Usually the academic dean/academic advisors office is a little more welcoming

The ombuds can (using their judgment) "overrule" the dean, if that's what you're asking, but it's a long-ish process that will not be complete before your exam.
As I said before, I don't think there is any reason to pick one person to approach first, rather than contacting both simultaneously.
