The format has apparently changed a bit from our year. What I got from kids last year was that there were basically only one class a week (so our core/tutorial setup is gone, I'm assuming the new "core" is basically what our tutorial was), Quizzes are mandatory, and there are occasionally live lectures which sometimes have material that show up on midterms/exams (which end up being packed because of it). Generally speaking, they've changed the setup of the course every year for the last 4 or so years so it's basically impossible for incoming students (and TAs) to know what to expect.

You should be able to, last year you were able to access them whenever you wanted, the years before that they were only available the week of the lecture (so you had to watch/take notes sometime during that period).
Though you only have one core per week, psych still takes a bit of time if you wanna do well. The web modules usually average over two hours of lecture and can take quite a while to make good notes for (which you'll want since psych exams/midterms are surprisingly brutal). Though it's still a nice change of pace from going to a chemistry class with pre-printed notes and adding a few things here and there from the lecture while desperately trying not to fall asleep
