Only eligible students who apply for QEIIA4T will be considered for potential selection. So, if your school has, say, 300 people in your graduating class, and the government has alotted 4 scholarships for your school, then the four people with the top grades get it--so, the OP had a 92 average, but there were probably people at the school with higher averages that took up all of the alotted scholarships. The above blurb doesn't make it seem like financial need has any bearing on whether or not you
get the scholarship, only on
how much money you're awarded should you get it.
