You would think, but as has been pointed out, not always the case.
Similar things go for high school and elementary school, just a different scenario. You'd think all the teachers were highly qualified and great at teaching or else they'd be fired but not so. Teachers apparently have one of the best unions around. I had a math teacher in high school who was the worst teacher, majority of her class failed year, after year, after year. I failed Grade 9 math thanks to her. Other teachers and administrators in the school knew how awful she was. They just couldn't get rid of her thanks to the Union.
You'd think for something as important as education you'd have to actually be well qualified and maintain a high standard of teaching to remain employed.
