Is your roomate gauranteed to be in the same year as you? If not, what are the chances of getting a roommate in a different year?

If you're in first year, they will match you with someone in first year. Upper years, will get matched with any upper years.

There is an application form to request roommates. If you put each other then they will match you.

That's not necessarily true. My friend (who was in 2nd year) had a roommate who was in first year.

i can vouch for this. i lived in bates this past year and 2 of my roommates were in first year, while my friend and I were in 2nd year.

For traditional residences (not apartment or suite) you're likely to get a 1st year room mate if you're in first year. Almost all upper years that live in residence live in an apartment or suite or in a single room.
