If any actual evidence arises proving undoubtedly that that is a communication device, then the author of this video will be Schwarzeneggered.

A time traveler would most probably have a phone that he/she doesn't need to hold to his/her ear.

Also, was this on a movie set or was this scene filmed in a street?

clearly, this time traveler is merely using a 1924 ear trumpet to disguise the fact that he is from the future!
