It's just an assumption, there hasn't been any official time set for the release of the timetable by McMaster other than on the 9th of August.

From here:

"PLEASE NOTE:
The start time for the dates listed above is 12:01 a.m. except where a specific time is noted."

No special note is given to the timetable release on the 9th of August, meaning it should be released now.
