I know the girl was not drowning, but she looked like she was struggling and in need of help. Why didn't anyone help her ? she could have suffered from hypothermia .
People need to be compassionate and kind towards one another.
what is your thought on this ?

It didn't seem like she was struggling. It seemed like it was a non-threatening situation and was non-serious to begin with. Anyone who wanted to go help, might have gotten stuck in it as well like her. She just rode her way down gently anyway, or so it seems from the last 2-3 seconds of it.
EDIT:
Mind you, I watched the video without sound, so maybe that has me with a different opinion but still.

watch it with sound when you can, you will hear a girl laughing and saying YES when the girl falls

She put her self in this situation. The flood did not start with a title wave and she just happen to be in the middle of the road. She walked herself in to the middle of a river running on a slope, and ultimately swept away with a fate unknown.
tldr
1. why should I risk my life saving someone who put them self into a dangerous situation
2. How can the pedistrians save her with out putting their own life in danger? impossible.

maybe she was having and off day and wasn't thinking right? we all make silly mistakes now and then
They could have helped by calling someone , although i'm not sure if someone did but from the video it looks like no one did. Another point, she looks small any big guy could have easily walked to her and helped her in my opinion.
yes it was her fault but that doesn't make it okay for people to laugh and and get happy when she falls.
just my opinion here

You don't know why she did what she did. People tend to assign blame, as a way of justifying not stepping in. And in this case, it's not really implausible to blame her...I'd say it's more likely that it's her fault than not.
The first thing you're taught in first aid is not to put yourself in harm's way, and no-one is gonna call 911 and say a girl is standing in the middle of the water....standing, and totally calm. It's hard from the video to judge her state of mind, but she didn't look to be in any sort of danger. So no, I would not have intervened.

no one knew if she needed help. I think at least someone should have yelled you okay or you need help

I think I was sort of trying to say that there's a tendency to blame the victim, except a bit different than what you'd normally think of as "blaming the victim". I guess it's more "assigning responsibility in such a way that the victim isn't considered a victim", if that makes sense. Like, they're responsible for their own situation.
Also, totally not watching the second video after seeing all the comments :(
