You accept right before you register your courses, you'll see the screen when you get into SOLAR.

You probably can switch, just have to talk to an adviser. But in terms of "academic penalty", the other program may not have the same required courses as the previous program and therefore you would have a lot of electives taken up. It may be the case where you have more electives than "allowed" (The extra electives won't count towards your degree). But you just have to make up for those credits. But that all depends on the two programs.

So I don't select NOW; I select when I pick my courses for next year?

Yep, which is in a couple weeks. You'll see the page to choose your program right before you choose your courses. So make sure to READ everything once you get into SOLAR, because you don't want to go skipping that part. Once you select your program you can't change it without contacting McMaster.
