Antirequisite
As i am a second year engineering student, i saw undergrad calendar i have to take EE 3TQ4 next year.

However, it shows that commerce 2QA3 is an Antirequisite to it. Does it mean I can take commerce 2QA3 to replace EE 3TQ4? If yes, how can i make it happen?

Talk to an academic advisor.

Sometimes they let you, and sometimes they will have you re-take the appropriate course anyways.

ECE is pretty **** about taking their courses. I doubt the commerce course covers really any of TQ. While the base theory is similar the applications are totally different. The difficulty is probably much worse too. You will need permission from ECE.

3Tq4 is a required course. If you do take 2q then you risk screwing up your degree cause an antirequisite means any course you take after which is anti , you cannot get a grade for it.

This is a course which cannot be taken for credit before, after, or at the same time as the course with which it is listed.

TL;DR you must take 3Tq4

Annoyingly, you also have to take 3Y03 even after having taken 3TQ4.

Edit: Never mind, I just checked the program layout. Straight electrical don't have to take 3Y03. I'm in electrical and management, and I had to take both.
