Usually Dr. Xu teaches the course and makes it challenging by making reading the book a requirement. If I remember correctly I had to read 200 pages before every non-cumulative midterm (there were two)... and the exam was cumulative.
I don't know if Dr. Finan will do the same thing. I had him for another course and absolutely no memorization was required for any of his tests (ok... only a little memorization). From my experience his tests are solely based on understanding of the material he presents in class or labs. If he does the same for 2ee3 you should be fine. But as always, no matter the prof or the course, you have to do some homework in order to do well.
Also from my experience (If i remember correctly) Dr. Finan didn't seem to be a fan of multiple choice tests (no matter how simple a question was, it wasn't in MC format). In contrast, Dr. Xu loved MC tests.
