This isn't true. For health sci, you aren't ever technically registered in a non-honours program, it really only exists so that people who get into med/professional school after 3rd year can still graduate with a degree. So, it's 3-years and not honours.
Where did you hear that you have to be in a 4-year program (honours or not) to do a minor?
