Yes, thats what it is. They hold first year psych tutorials down there, and the rooms are numbered BSB B20_.

It's just a bunch of independent non-connected floors one floor below the basement, that can be reached from stairwells all around the basement. Rooms in the second basement have names like BSB B202 instead of B147.

They added more access points to it? When I was in first year there was only 1 stairwell that led to that floor.

I don't think there is. It was such a pain having to walk the entire first floor hallway when it's busy. I went through every staircase to see if it led there, but with no luck.. unless there's something I missed :/

I was surprised to hear about the second basement...until someone mentioned Psych tutorials. D'oh.
As for more than one access point...during the first few days when I was still asking for directions, someone managed to lead me down a few staircases and three or four (or even more corridors) to B206 - it was so confusing! - and then we discovered I could have just gone down the staircase opposite JHE. *facepalm*
