It's a bunch of pages from copyrighted textbooks/journal articles that the professor put together. You have to pay for it because the professor needs to pay for the copyrights. It could also be a lab manual.
If it's a lab manual, you'll want to buy it. Sometimes the professors puts assignments in the CCW so you have to buy it if there are.
You're professor will tell you what's in the CCW, or they should anyways. If they don't, ask them if you need to buy it.
