Is she in any of your classes? If so, try sitting beside her and accidentally dropping a pen. She'll most likely pick it up and you can say thanks. Then proceed to asking her something about the course (ex. Did you do the reading? Do you have notes for last class because I missed it?). Then try talking to her a few times during the lecture. Pretend you don't get something or couldn't hear something. Then after class tell her it was great meeting her and that if she doesn't mind, could you have her MSN or number.

'Cause, y'know, most people won't jump into a relationship with someone they just met. </obvious>

It depends on the setting; getting a girl at a bar is easier. However if it's just a friend then first step is to get to know her and then make excuses to spend time with her like studying or whatever or just going out for lunch. Add her on facebook, get her number, text her occasionally and after a while just ask her if she wants to be your girlfriend.
