Not everyone has a bidet, and not everyone wants to go back there with a loofa after each session so I don't know what all of this is coming from...
But I for one do wash after I poo, after I wipe SITTING DOWN because standing up is just WEIRD.

I wipe in a process:
First time is sitting down, to get prelim poop/pee that would otherwise get messy if I stood first
Second time is standing, to make sure the job is done right
....
