Your moldy room still has nothing to do with the lottery, if you had got another room of the same type it wouldn't have had mold and you could have still got it with the same lottery pick.
Also for the record you didn't necessarily get a low lottery pick, the rooms you've listed as choosing as your top choices are the ones they have the least of on campus to begin with. Suites are a lot of people's first choice so that's not surprising but there aren't many singles with washrooms. Out of curiosity which type of room did you get?
I agree with you that Housing should have done something about your issue, if its as bad as they describe they should face some kind of penalty for not fixing mold in a student room. It sounds pretty ridiculous.
That said the fact that you got a moldy room or a crappy room as you describe it has little to do with the lottery. One of your problems you listed about the room besides the mold was that the room was half the size of others in your residence, allegedly but they don't give you a smaller room b/c of lottery pick.
