Its a mandatory course I'm trying to drop, with an F because its after the deadline.
Does that mean I can't advance to next year? any possible ways I can reconcile this?

Depends on the requirements to get to second year program. Some say you can't drop course, some say you must pass all mandatory courses to get to 2nd year. See academic councillor
