What do you think would be a good gpa that would guarantee you into management? I know its competitive and would be above the cut off, ill have around a 10 with 37 units at the end of first year, is this enough?

A 10 will get you into management no problem. Of course it depends on how many people apply, but i highly doubt that the management cut off will ever be higher than 10, or a 9.
