 You'll probably have to pick it up at the Registrar's Office. But you can call to ask, and if you do ask if you can pick it up earlier than when school starts. If you can avoid the Registrar's office then you should as it's usually always busy at the beginning of the school year.

I need to send in the new student form but the mcmaster site is not working for me and I can't access the "forms" page. I can however get the form from last year that says that the deadline is "July 15 2011". Would this form be acceptable?

 Nothing happens    I think if you are late you have to pick it up yourself from the registrar's office ? not sure..but don't worry about it lol my friend a couple of years ago was late more than a few days and he was fine !

 That's usually the case. You could call to confirm (if you just a couple days late) if you have the patience (Registrar is usually busy at this time of year). Otherwise you can just wait to see if you card arrives in the mail and if it doesn't, just go pick it up at the Registrar's office when you get to school.
