1) Yes, depending on the course you either have to go through the professor or the department.

2) Depending on the course, you have to set up an appointment with the professor or the department.

3) You can boost your mark by retaking the course. Both grades will count in your GPA (like you took 2 entirely different courses), but only 1 course will count towards your degree. There are only 2 reasons I can think of to boost a grade: (1) You need a certain grade for a prerequisite and/or (2) You want to learn the material again to prepare you for future courses.

If you are looking to just boost your GPA then you might as well take another course which will also count towards your degree.
