He's not. "Dick Masterson" is a character the guy plays, kind of like Ali G. The guy has some other characters that he does too, and has been on a few different TV shows. I don't know if he fooled the people on Dr. Phil, or if they were aware of this. There's some articles out there about him.

And look at his name for god's sake. "DICK MASTERSON"?? lol
