Do you want one in DBAC or elsewhere on campus?
DBAC is done through athletics, and everywhere else is done through the bookstore. Check out each of their websites (or use google) to find the specific information. For the ones through the bookstore it's usually in late August and you have to pay for them. Not sure about DBAC.

What would I use a locker for? Is it recommended to get one?

You'd use it to put stuff in - what else would you use it for? Getting a locker is entirely up to you. Use your common sense based on your own preferences and habits to figure out if it's worth it.

As a commuter, it would make a lot of sense to have a locker so that you don't have to carry everything around - you can leave some supplies, dump your coat and other things.

Have somewhere to store things for when you get snowed in on campus

I lived 45+ minutes from campus last year, this year I'll only be about 10 minutes away but I'll still get a locker. I'll keep many of the same things in it too! Snacks are a big thing - food on campus can be super expensive but if you buy granola bars, crackers, trail mix, and shelf-stable microwave stuff you can save a lot of money if you get stuck working on projects or with an extra class. Keep an umbrella in there (they often give out free umbrellas to first year students during welcome week). One addition I'm making this year is a set of business-casual clothes because I had a professor ask me if I could do a presentation that day instead of in the next class and I was wearing sweats - always be prepared!

It can be but not really. The only thing is that there will be a line up on the locker rental spot and sometimes the good spot are gone but you can still get a decent one.

I always got a locker and shared it with a friend to halve the cost. I really appreciated having it, especially when you're carrying around a bunch of heavy textbooks. I would always keep a hoodie in there, a pair of sneakers, protein bars. I'd leave my stuff there when I was sneaking an on campus nap, going off campus (I'm fond of taking my breaks in the trails down in Cootes Paradise and grabbing coffee in Westdale just to get away for a bit) and when writing or invigilating tests. I also live only ten minutes away by bus but it's hugely helpful.
