You can only get one in person, by standing in line at the DBAC. I don't know when the first day you can get them is, but its one of the days during Welcome Week, and people usually show up early.

Is the Pulse membership and the locker rental for using Pulse two seperate fees, or do we just use a locker when we go to the gym?

They're two separate fees. There are day lockers that you can use for free, but if you want your own for the semester/year you have to pay.

Let's say I go to the gym regularly, but I just want any random locker to store my gym stuff in. That's free right?

yeah there are free day (i.e. no overnight storage)lockers that you can use.

I actually called them today because I was wondering the same thing, and they said this year they would be given away through a lottery. They said you can sign up mid August through the website.

are those day use lockers in the DBAC usually full since they're free, or are there usually spare lockers available? i would think that there would be a shortage of those day use lockers especially now that they had to resort to using a lottery system to assign lockers

First term isn't too bad, and you'll usually find two or three available day lockers even during peak times. Second term (and especially January and February) gets frustrating.

i noticed that the locker lottery is beside Lockers... if i wanted to get a half locker is it the same thing? or is the lottery only for the full size lockers?
