You should be able to select it now. When your entitlement is notified to the school, you'll have to reconfirm your PA.

Yes, as long as you haven't paid yet, you can just open the payment agreement, change it and confirm it all over again.

Yes you can. Just make sure it's confirmed by August 9th so that SOLAR re-opens for you in time after sectioning.

I think you have to confirm before that... in either case you should just confirm it now and then re-confirm it later.
