If the course outline does not mention anything about the MSAF, but only refers to you contacting the Associate Dean's Office, would I still be able to use it for an assessment? (it is less than 30% btw)

As long as it's not something ridiculously obvious like an 'online' assessment that's been open for many days, the prof can't do much with you using the MSAF, which is technically identical to contacting the Dean's Office.
