Yes, as long as you've confirmed it at least once before Aug 9th so that SOLAR can generate your timetable and open up for you in August on time.

what would happen if you had external scholarships that you want to use towards your payment, but you choose to pay in full and pay the money before september 1.
will you get money back from your payment if you give them the external scholarships after you've paid? or will you need to give the external scholarships in beforehand for it to be included in the payment?

You will get any extra money on your student account back in the form of a cheque to your permanent address. It only happens 1-2 times a year though. So if you want/need the money faster, go talk to Student Accounts and Cashiers on the second floor of Gilmour Hall.

No, it doesn't have to go towards your tuition. However, if it's a McMaster scholarship it might be worth doing so. The money is deducted from your tuition pretty much immediately. So if you planned on saving the money, you might as well just pay less and save the rest of the money you would have used to pay the rest of your tuition. It'll take a while for your scholarship to enter your hands.

Probably the former, usually when a deadline is "by" it includes that day as well.
