Well, that means that you're entitled to rights as someone living that space... assuming you don't want a pet in the house, and/or assuming your boyfriend is also a tenant in the home, then a third party wouldn't have your or his approval to bring in a pet as housemates. Therefore, I don't see it being a problem that you say "no" to having a pet.
Furthermore, if a third party
wanted to get a pet, and for some reason
insisted that they get a pet and not move out, then I'm not sure they would have a legal case, since yours/your boyfriend's right to
not have a pet isn't something that can be ignored.
It's a simple
freedom to/freedom from case.
