Uhhh... what if there is a life-affecting allergy in the house!

My boyfriend's asthma acts up when he's around cats for even minutes - If he were renting in my house, I can't refuse someone else's cat, even though it might kill him?

That's ridiculous.

I think that rule only applies in a non-shared space. You'd have to look into it but I'm pretty sure things like student houses (where common areas are shared) all the occupants have to agree upon it. In an apartment though, the landlord cannot tell you that you can't have pets (mine tried). The only way I could see the apartment being an issue is if it was in a house that shared the same ventilation. Something to look into I suppose.

The idea is that a landlord can't keep his tenant(s) from having a pet. If you live in a house with a bunch of other housemates, they would all have to agree to having the pet in the house... It's just common sense.

Well, that means that you're entitled to rights as someone living that space... assuming you don't want a pet in the house, and/or assuming your boyfriend is also a tenant in the home, then a third party wouldn't have your or his approval to bring in a pet as housemates. Therefore, I don't see it being a problem that you say "no" to having a pet.

Furthermore, if a third party wanted to get a pet, and for some reason insisted that they get a pet and not move out, then I'm not sure they would have a legal case, since yours/your boyfriend's right to not have a pet isn't something that can be ignored.

It's a simple freedom to/freedom from case.

Here at Mac I just have a fish.
