I took Linguistics 1A03 in Fall 2011 but I didn't take 1AA3 the following semester. I would like to take it this year as an elective but I'm wondering if it will matter that I haven't taken the first part in so long. Could anyone who has taken both courses let me know what they think? I do still have my notes from 1A03 so maybe that would help?

I took Ling 1A03 in my first year, first term, and 1AA3 in my second year, second term, and it went just fine! I was worried about it too, but I didn't really need to revise any of the stuff and the term went fine.
Most of the course content is brand new in the second course, so most of your prior knowledge isn't really used. You likely will have no problem jumping back into it as long as you keep your old notes.

The two first courses in Linguistics cover the broad field of Linguistics. Each general area is covered in the detail possible in an introductory survey course. You probably still have your textbook from 1A03. You did some of the chapters in it. 1AA3 does some different chapters, and you can probably use the same edition without buying a new text.
This year, the prof is Magda Stroinska. She is a real doll! She takes the trouble to get to know and involve everybody. Look up any reviews about her on any prof-rating website! A pleasurable learning experience not to be missed. Put in some reasonable effort, and you can easily get a good mark.
