I didn't apply to Honours Life Science, but now I want to do that and people were telling me to just email the dean to get in. But I didn't take Psych 1XX3 first year; so would I still be able to get into the program?

Yes you would. You'd be on a conditional acceptance and you would have to do 1XX3 during second year.
