I already received one minor (less than 800), so it shouldn't be a problem. I did send a couple emails asking a few days ago now, but haven't heard anything from anyone. I'll have to wait and see I guess!

I have a feeling that the reason that the scholarship has not yet been rewarded may be due to that fact that you are in third year. I'm not sure what program you're in but in my program (life sciences) I can choose to graduate in third year if I have met the requirements. In this case, the scholarship wont be awarded since the third year is the last. However, if you continue into fourth year, then you are eligible for the award. The question here is that I think the system is not sure if you will be returning or not OR it could be just waiting til you attend class. I don't know but it's a guess.
I'm having the same problem as well.

you may have made the cut-off, but only a certain number of scholarships are designated per faculty to be awarded. unfortunately if you didn't receive one it likely means that you were lower down on the list and weren't a recipient
