Because 10-15 cm can physically prevent people from getting to school?
Whereas -35, you just don't want to be outside and walking between buildings to your classes. Unless you have an older car, you shouldn't have too much trouble getting to campus.
There's a huge difference between snow and cold.
Having said that, the snow is definitely starting too late for a full-day closure.

SO now that there is a snow day (starting at 11:30am) what do you do if you had a scheduled lab period on this day?

Labs are cancelled today. Check your course web page or inquire with your prof for lab rescheduling.
