It's not true. Granted, it's easier going out late with people from your classes if you're on residence, but overall, you're only ever going to have a social life is if you put yourself out there.
I know commuters who are actively involved in the school and I know off-campus kids and res kids who are not.

being in res first year should automatically entail a great year. paying for an overpriced living space wouldnt be worth it if it wasnt so much fun - and a great experience.
also, you would have more of a social life in you were on campus because a function of residence is to integrate you into a community. having a social life is much easier because you are already in an environment where they promote socializing, whereas people who are off campus, to some degree, dont get this oppurtunity.
being actively involved is one thing, having a great time with friends you make at school is another. not to say that you wont have great friends if youre off campus - personally, i just think you are able to have a more active social life in res
