Staples and Walmart will have back to school sales with heavy discounts on stationery. Staples' back to school sale has already begun, if I'm not wrong.

Also, you can find cheap notebooks and pens at Dollarama at University Plaza.

There used to be a Grand & Toy in Jackson Square, downtown, and long ago, other local stationery retailers downtown. All shut down!

I don't believe you can find either Staples or Walmart close to Mac. You'll have to trek out to Limeridge Mall, Meadowlands (Ancaster), Burlington, or what's left of Centre Mall in East Hamilton. All of these are probably equally awkward to get to. Depends on where you are living.

As for cheap pens, you usually get what you pay for. Personally, I prefer something of a bit higher quality, that won't smear, leak, or run out unexpectedly. You might actually develop some personal preferences as you continue your studies and your career.

Some dollar stores have name brand pens. They definitely have lots of pads of papers.

Drugstores sometimes have decent pens, but not cheap.
