It's a 2nd year course because of the level of the material but it is intended to be taken in 3rd year, to prepare students for their fourth-year thesis. In the past they've not opened up spots for second years but they will for third years.

I don't know if there are still spots available, but if there aren't your best bet is probably to keep trying on SOLAR.
