Student I.D. photo
The photo requirements are pretty vague, aside from the fact that it has to be passport sized.
Is it fine if the photo is black and white?

Colour is ideal, because it's easier to identify that it's actually you in the photo, but I'm not sure if it's a requirement or not. You could call the registrar to ask, but it's most likely easier to just use a colour photo.

Hi there, I work in the registrars office processing these forms and it does not have to be in colour. Just make sure your face is clearly visible in the photo and you will be fine.

I submitted a really ugly photo cuz im not photogenic. Does it matter

You show your student card whenever you get on the bus, at every test/exam, and it's also your meal card (if applicable).

If you don't care that it's an ugly photo, and if you can still tell that it's you in the photo, it doesn't matter.
