They pretty much refused to comply since it raised energy costs in Arizona (since it's too hot there) instead of energy conservation (which is the original inspiration for DST). And since it's too hot during the day, people wait till sunset to do outdoor activities (so making the day longer -> pushing sunset an hour later -> would be too late in terms of
time to go play outside and still wake up in the morning for work/school).
