Not all other universities have 9 digits - UofT actually had to switch to 10 digits about four years ago and there might be a few other exceptions. Also, what would applicants from Mac have done in previous years (before the student number switch) if a 9-digit number was required? The simple fact that it is 9 digits is not really the point here. Banks are a totally separate issue since they use your student number as an account number, so it must have a certain number of digits.
Your MacID is not a number, so if they are asking for a number, this obviously isn't it.
As for which of your student numbers to use, go with whichever is your current number. I'm not sure of the details regarding the switch but it sounds like the one that is actively used now is the 9-digit number and the 7-digit number is not actually in use anymore, so the 9-digit number would be your student number.
