Westdale Proactive Program 2009

Municipal Law Enforcement Staff have developed a 2009 Proactive Program
for Ainslie Wood Westdale
Waste Management/Yard Waste and Maintenance
Effective immediately Municipal Law Enforcement (MLE) will have
Environmental Officers investigating properties that have exceeded the 2
waste container (bag) limit that came into effect on March 30, 2009.
During the week of April 4th a warning letter was delivered to addresses
in violation and MLE investigated 130 properties and issued 92 Notice to
Comply's. Upon re-inspection 86 properties voluntarily complied.
Officers will also take the appropriate action for violations of the
Yard Waste & Maintenance By-Law (long grass & weeds/garbage & debris)
Communication/Education
A letter was mailed out to approximately 225 property owners/occupants
that in the past received either warnings, fines and/or Notice to
Comply's for either a Noise and/or Yard Waste & Maintenance issue during
the 2008 September Proactive Program. This letter provided information
on our enforcement efforts and the actions that will be taken for
repeated violations that includes tickets and Fee for Services charges.
Noise Enforcement
Starting April 15, 2009 Hamilton Police Services and Municipal Law
Enforcement will work together enforcing the Noise By-law. A new
database was developed especially for this program that will enable all
officers working the proactive program to use mobile computing and have
access to current information so progressive enforcement measures can be
taken. Police Officers will be scheduled until 2:00 a.m. and MLE
Officers until 4:00 a.m stationed in the neighbourhood investigating
both reactive (complaint) and proactive (driving around) enforcement.
Student Pilot Program
Effective May 2009 MLE is implementing a new Student Pilot program to
assist Environmental Officers with Yard Waste and Maintenance
investigations throughout the summer season. Students will be hired to
investigate complaints and take the appropriate action which will
include issuing Notice to Comply's and provide education to occupants.
